Who We Are

Scott Lillibridge (Principal)

Over a professional career that began in 1990, Scott has held positions as a civil engineering consultant with Rick Engineering Company and Kimley-Horn & Associates for 11 years and then as owner/developer with Pardee Homes and KB Home.

"Paul and I know how to meet the needs of our clients because we've been there. We think like owners. Having been responsible for development budgets, schedules, quality and regulatory compliance, we treat our clients' time and money like it’s our own."

Scott has consistently designed, entitled and completed major civil engineering and land development projects on time and within budget. His record of success has resulted from an ability to build and lead high performing teams of diverse professionals. He stresses the importance of value engineering to maintain a competitive edge.

Attentive to detail and with a strong sense of public responsibility, Scott has also had an impeccable record of cost-effectively achieving environmental compliance even on the most challenging projects.

Scott's expertise also includes multi-site operations, startups, site selection and acquisition, green building, entitlements, government relations, asset management and Six Sigma process improvements.

Scott earned a BS in Civil Engineering from San Diego State University and is licensed by California as a Professional Engineer. In addition, Scott was certified as a Green Building Professional in 2009, and is a member of the American Society of Civil Engineers and Chi Epsilon, the National Civil Engineering Honor Society. He is also an active member of the Rotary Club of Rocklin/Loomis Basin.

 

Paul Cromwell (Principal)

Since 1994, Paul has worn many hats in the land development and construction industry. First he rose from estimator to project manager to president of a family-owned construction company. Later he held positions with C&C Construction, Pardee Homes and North Coast Resource Management where he successfully managed small, medium and large private land development and public infrastructure projects.

Paul's construction management expertise and his ability to effectively communicate has been a key to the success of his projects. Paul understands the land development process and knows that it’s not just important to bring a project in under budget and on schedule; a project must also comply with countless environmental regulations.

"An effective, cost-efficient plan to prevent or mitigate environmental issues is very important to project success in today’s regulatory environment."

Another important key to Paul’s success has been his ability to build positive, professional relationships with all project stakeholders. The rapport he has built with clients, contractors, engineers, architects and inspectors has made a significant impact on the development process.

"Saying what you're going to do is one thing, but doing what you say you’re going to do builds trust. When project stakeholders trust each other and communicate well, it is not only a more enjoyable experience but the project is more likely to achieve the highest level of success."

Paul has studied Construction Management with extensive course work in structural engineering.
